CALL TO ORDER

1. Approve agenda with the inclusion of tabled and/or reconsidered items, emergency items and/or deletion of items, and approve the minutes of the regular meeting of August 20, 2009.

CONSENT AGENDA    Items 2 - 4 are routine and can be taken in one motion unless a Director request that an item be taken separately

2. Approve Amendment No. 3 to the existing agreement between Great Basin Bird Observatory and the Authority for research on aquatic and sensitive bird species throughout the Clark, Lincoln and White Pine Counties Groundwater Development Project area and the Warm Springs Natural Area.

3. Approve Change Order No. 1 to Contract No. 070F 02 C2, Intake No. 3 - Connector Tunnel, and extend the final completion date by 95 calendar days.

4. Approve Amendment No. 7 to the existing agreement between Earth Knowledge, Inc., and the Authority for professional services related to groundwater flow modeling and hydrogeologic expertise in support of the in-state groundwater project.  

BUSINESS AGENDA

5. Approve a joint funding agreement between the U.S. Geological Survey and the Authority for hydrologic data collection.

6. Approve an agreement between the Board of Regents, Nevada System of Higher Education on behalf of the Desert Research Institute, and the Authority to continue the assessment of the potential impact of climate change on selected hydrographic basins in eastern Nevada.

7. Approve an assistance agreement between the Bureau of Reclamation and the Authority to receive funding for the Fire Station Weir Bank Protection Project.

8. Approve and authorize the General Manager to execute, in substantially the same form, a funding agreement among the Metropolitan Water District of Southern California, the Central Arizona Water Conservation District, and the Authority for environmental monitoring associated with the pilot operation of the Yuma Desalting Plant.

9. Approve and authorize the General Manager to execute, in substantially the same form, a cooperative research and development agreement among the Bureau of Reclamation, the Metropolitan Water District of Southern California, the Central Arizona Water Conservation District, and the Authority to contribute in-kind services for research at the Water Quality Improvement Center, Yuma, Arizona.

10. Approve and authorize the General Manager to execute, in substantially the same form, a funding agreement among the Bureau of Reclamation, the Metropolitan Water District of Southern California, the Central Arizona Water Conservation District, the Colorado River Commission of Nevada, and the Authority for the pilot project for operation of the Yuma Desalting Plant.

11. Approve and authorize the General Manager to execute, in substantially the same form, Exhibit P to the existing Lower Colorado River Basin Intentionally Created Surplus Forbearance Agreement among the Arizona Department of Water Resources, the Palo Verde Irrigation District, the Imperial Irrigation District, the City of Needles, the Coachella Valley Water District, the Metropolitan Water District of Southern California, the Colorado River Commission of Nevada, and the Authority for the Yuma Desalting Plant pilot operation.

12. Approve and authorize the General Manager to execute, in substantially the same form, a delivery agreement among the United States of America, by and through the Secretary of the Interior and the Bureau of Reclamation, the Colorado River Commission of Nevada, and the Authority for the Yuma Desalting Plant pilot project.

13. Approve and authorize the General Manager to execute, in substantially the same form, a cooperative research and development agreement among the Bureau of Reclamation, the Metropolitan Water District of Southern California, the Central Arizona Water Conservation District and the Authority to fund smaller scale feasibility testing at the Water Quality Improvement Center, Yuma, Arizona.

14. Receive a report on the construction status of Lake Mead Intake No. 3.

15. Adopt the 2009 Water Revenue Bond Resolution authorizing the issuance of Southern Nevada Water Authority Water Revenue Bonds.

16. Adopt a resolution requesting the Clark County Board of Commissioners to take the necessary steps toward the issuance of bonds to refinance certain outstanding bonds for the Authority.

17. Receive a presentation on bond ratings.

18. Adopt an increase to the Regional Commodity Charge of $.10 per thousand gallons each year for three years, beginning January 1, 2010.

19. Receive an update from staff on water resources including, but not limited to, drought conditions in the Colorado River Basin, the results of the implementation of the Authority’s Water Resource and Conservation Plans, activities on the Colorado River, and on the development of in-state water resources.
