These facilities are subject to drought surcharges and required to abide by mandatory watering restrictions.

Facility staff must conduct a self-assessment of water conservation potential and implement a plan to maximize outdoor water use efficiency.

Provisions are the same as in the Drought Watch stage, but facility staff also required to submit a report of water-use reductions.
