Public Participation

The National Environmental Policy Act (NEPA) requires that the public have opportunities to review and comment on the Environmental Impact Statement (EIS) being prepared by the Bureau of Land Management (BLM).

Public scoping

BLM conducted public scoping meetings during April and May 2005 to provide stakeholders the opportunity to learn more about this project and to submit comments. The public scoping comment period was extended to Aug. 1, 2005.

Additional public scoping was conducted from July 19 to Oct. 17, 2006, addressing minor adjustments to incorporate conveyance of water for the Lincoln County Water District.

Public Comment

The public will be invited to comment on the Draft EIS and Final EIS when BLM makes them available.

Tips for Providing Public Comment

In order to be included in the EIS, comments must be received during the official comment periods identified by the lead agency (BLM).

The three most useful types of comments generally address:

  • The accuracy or thoroughness of the analyses being conducted
  • Proposing new mitigation actions, alternatives or potential impacts
  • Specific questions or concerns about the interpretation of impacts
