Brian Thomas

Brian G. Thomas is the chief financial officer for the Southern Nevada Water Authority (SNWA) and the Las Vegas Valley Water District (LVVWD).

As the chief financial officer, Thomas is responsible for all financial functions, including treasury and debt management, capital planning, financial reporting, budgeting as well as water rates and charges for both agencies, which collectively serve 2 million residents and more than 40 million annual visitors.

Thomas has provided financial leadership in both the private and public sector for more than 30 years. He was the assistant general manager (AGM) and chief financial officer for the Metropolitan Water District of Southern California for more than 10 years, and he also served as AGM for finance and administration for public utilities in the cities of Anaheim and Riverside, California.

Since retiring from Metropolitan in 2011, Thomas served as managing director and co-head of the Los Angeles office of Public Financial Management, Inc. (PFM), the largest independent municipal advisory firm in the country, providing financial advisory services to government and non-profit clients. During his tenure at PFM, Thomas served as financial advisor for several water agencies, including the City of Riverside Public Utilities Department, Eastern Municipal Water District, Western Municipal Water District, Coachella Valley Water District and Contra Costa Water District.

Thomas earned a Bachelor of Science degree in biology and a Bachelor of Science in economics from California State Polytechnic University, Pomona. He also received a master’s degree and a Ph.D. in economics from the University of California, Riverside.
